- Gradually mix in milk until smooth, then fold in the dry ingredient mixture until no lumps remain.
- Divide batter evenly between prepared pans and bake for approximately 30 minutes or until a toothpick comes out clean. Let cool completely before frosting.
- In a mixing bowl, whip heavy cream until soft peaks form; gradually add powdered sugar and continue whipping until stiff peaks form.
